For much the same reason, foreign-born natural-born US citizens have been applying for passport cards at some US embassies/consulates. Entry bans are easier to put in place than to prosecute people, but this is done mostly for a government to lay claim to be standing up against violations of international humanitarian laws without really doing so by prosecuting people for such violations even when within reach of arrest warrants.
