True. Of course Benghazi registered in large part because one political party used its HR control and media outlets to focus relentlessly on it. But agree that surprise, or at least mismatch b/w expectation and reality played a part too. There weren't supposed to be troops there, so why casualties?

I'm really curious what legal authority there would even be for this. DoD and the IC have a LOT of legal restrictions on collecting on U.S. persons, and domestic bulk collection has a very dubious history.
