Not sure how much of this stands, but am missing anything important?

Lots of vague ominous stuff:
* Extra justification to draw down funds
* Language about diversity in grantees, maybe a tool to attack prestigious institutions
* Language about streamlining applications that reads to me like "political appointee doesn't understand" --> bad

* Preference for lower IDC rates in grant-making

So, the main points I am seeing here are:
* Introducing political appointees with veto power over solicitations and grant-making
* Attempting to introduce language to existing and prior contract to allow arbitrary termination of grants "for convenience"
