Via the "Mortgage Interest Deduction", Oregon subsidizes vacation homes and other second homes
Government subsidies are best directed towards people who need help, rather than the already wealthy.

That it does that in a town may represent the mapping program wanting to follow typical man made borders?

Otherwise, groups of adult roommates will outbid them for the 2- and 3-bedroom units in walkable neighborhoods.
