Since the GOP-controlled Congress refuses to rein him in, he'll keep starting new military adventures until one of them goes sideways and many Americans die.

Tolkien was very deliberate and his concept of Hope was very intentional. It is not a feeling. It is active perseverance when all seems lost. Just like how during ragnarok, the Aesir and men fight the last battle with no chance of winning. Because it is good to persever.
