It's also antisemitism when Jews are blamed for the actions of non-Jews, as in the third example of antisemitism in the IHRA definition. It's based on the antisemitic falsehood that Jews are the source of social ills.

Whether applying antisemitic ideas to Jews or non-Jews, it's still Jew-hatred.
