Spot on commentary, IMHO.

The doubly regressive tax structure (flat tax rate for all, with salary cap) for SS cannot be accidental. Perhaps it goes back as far as its origins-- after all, FDR made concessions to Dem segregationists to exclude SS coverage for the two job available to Blacks in the Jim Crow south.
