All of this can be a starting point, but if you are going to use a publisher that part is usually handled by an Art Director.
And, sometimes it happens, but you can send your manuscript to the illustrator (someone you trust/ have a contract with) and sete them loose. That's basically it :) /2.
If you are set on a particular illustrator you can try and find examples of their work that would fit your vision ans show them. If not, you can create a moodboard with examples of the mood/style that you're imagining and shop around for illustrators. /1
