C-3s are non political. They can’t endorse a candidate or even a ballot measure. But they can take in tax-deductible contributions. In Seattle that’s a lot of matching funds from big corps like Microsoft, Boeing, Amazon, etc. A volunteer can work X hours a year & salary be matched.

I don’t know anything about the structure of the Urbanist but it isn’t uncommon for non-profits to have both c-3 and c-4 arms which are related but have two separate boards (and one board cannot have majority control of the other).
