That said, the FJC data does provide a roadmap to cases (via docket no.'s) where county codes aren't provided -- though, more than 600 such cases have been filed since the start of 2015, so not exactly a free and quick lift ... credit card and Python required, it looks like.

I presume it's the Civil Cover Sheet. To your point, though, I think "the human element" plays a role here. All of the Connecticut resident cases are associated with the Connecticut district courts. There are no CT residents listed in any court outside CT. www.uscourts.gov/sites/defaul...

Also, I should say: I'm almost certain county codes reflect FIPS. That said, I haven't yet tracked down the manual - "City and Town Locations and County Statistical Codes" (January 1984) that FJC is still referring to when assigning county codes. www.fjc.gov/sites/defaul...
