i forgot liltoon has color adjustment settings, if you click on the hair material the inspector should show a section like this. that's probably the Correct way to do it

if you click on the hair in the hierarchy you should have a little section in the inspector that says "BlendShapes" with a bunch of options to try. as far as hair hue, booth avatars use modular avatar and idk anything about that, but you can always take the hair texture into gimp and change it there
