It's called studying trends. And Just Cause was not the only intervention that the US did to install a dictator.
We did it A LOT and EVERYWHERE.
Iran, South Vietnam, South Korea, Cuba (which is why Castro happened), Panama, Honduras, etc.
And when they bite the hand that feeds? We replace them.
Because if we let them have political autonomy they may decide to punish our businesses for exploiting them. And we can't have that.
Seriously. Look at every single intervention in Latin America till now. None of them installed democracy.

We put dictators in power.
