Shipman added that the University will see more efforts to combat antisemitism โ€œin the coming months.โ€

As part of the agreement with the federal government, the University has mutually agreed to an โ€œindependent monitor and arbitrator as neutral third partiesโ€ that will require the government to go through specified steps if it is believed that the University is not abiding to the agreement, and vice versa.


โ€œIf the parties canโ€™t agree, the matter goes to the arbitrator, and then, as needed, to court,โ€ Shipman wrote.

According to the settlement, a designated University administrator will be โ€œprincipally responsible for coordinating and overseeing complianceโ€ with the agreement and be given โ€œsufficient supervisory authority and access to resources within Columbia to direct implementationโ€ of the settlement.

This administrator will make regular reports to an independent monitor, including the transfer of data on rejected and admitted students. According to section VI of the settlement, Bart Schwartz of Guidepost Solutions, a private company that conducts investigations and provides monitoring, security, and technology consulting, will be the independent monitor and will โ€œmonitor Columbiaโ€™s complianceโ€ with the settlement.
