It's coz it comes from figured bass, people abbreviated the 63 chord as the 6 chord for continuo coz a structure of thirds is assumed. So the c7 assumes c753 and the c9 assumes c9753 but add 9 just implies a c chord with the 9th added. Thankfully though the distinction rarely matters functionally
