I was falsely hassled by debt collectors for over 18 months for a debt I didn’t have and they knew it.

Surely we need to send a message that crimes will be punished?

Investigate and charge those people in charge at the time. What an awful failure of 'public' servants. This small step would restore some faith in govt institutions
