Right now it benefits Rs, yep, bc D states are on average not abusing the system. That means the Ds currently have more leverage on this thing going forward. That’s bc The Rs have *already* gerrymandered most Ds out. The Ds have more room at this point to gerrymander Rs out now than the reverse.
