Probably think chairman refers mean Comm Party head 中共中央主席. Mao State Chairman 1954-59, but known as Chairman Mao always bc of Party leadership. State Chairman was abolished, later replaced by President of the State Council, a title that Xi Jinping hold concurrently. I'd say GenSec Xi not Chairman.

Where the power is -- In the USA executive power is with the president. in the PRC in practice it is with the General Secretary of the Chinese Communist Party; PRC president is a ceremonial role. Thus referring to Xi as Party Secretary makes more sense, though prez sounds grander to some.
