The Illinois Department of Corrections (IDOC) is proposing an emergency rule that, if adopted, would allow officials to ban most physical mail for the 30,000 incarcerated in the state’s prisons. On August 14, the IDOC filed an emergency amendment with the Joint Committee of Administrative Rules (JCAR) that seeks to establish a “process of electronically scanning incoming mail to digitize the documents received and either print for distribution to individuals in custody or electronically send the documents.” State agencies can make immediate, but temporary, changes to administrative rules through an emergency process when they determine there’s an imminent “threat to the public interest, safety, or welfare.” In such scenarios, the traditional public comment period is waived. If passed, emergency rules remain in effect for 150 days.
The John Howard Association condemned the move to ban physical mail “without opportunity for those who are directly impacted to be heard.” In a written statement, the JHA points out that physical mail is a central way for people in prison to stay connected to loved ones on the outside, and an emergency amendment robs them of the chance to speak publicly on the potential impact of these changes. Put plainly, denying physical mail is costly, threatens confidentiality between incarcerated people and their legal team, and punishes incarcerated people without delivering any of its purported benefits. A JCAR hearing on the emergency rule is set for September 16. Public testimony and witness statements are not accepted, but stakeholders can reach out to JCAR staff and legislative members prior to or after the hearing to express their concerns. —Devyn-Marshall Brown (DMB)

The National Guard Deployment is pointless. We just don't learn from history. When you occupy a city or any kind of terrority that doesn't want any part of this in most instances turns out to be a disaster in many different ways. Financially, Morality, and so forth.
Furthermore the bill "Requires a school to develop procedures for reviewing and authorizing requests from law enforcement agents attempting to enter a school or school facility by July 1, 2026"
Every school admin is thinking about this as they write safety plans and run lockdown drills.
Representative of Kelly voted now on hb3247 because he had concerns about the bills potential. They'll look at law enforcement's ability to respond quickly. Ineffectively in situation to a child's well-being and safety are impacted. He felt it with unsafe to require warrant before law enforcement officers could enter school building as the skid delay their ability to assist children promptly. His position was driven by a desire to ensure that Public safety personnel could act without delay. That's how we recognizing respect that there are deeply held values and concerns on all sides of this issue, including protecting immigrant families and insurance schools are safe and welcoming spaces for all representative. Kelly is committed to continuing these conversations and hearing directly from constituents, especially when they are disagreements.

I'm glad they responded but the extent to which this guy and so many other people are bought in on "good guy with a gun" does not realistically assess risk or follow expertise or community experience.
The idea that safety and civil rights are preventing police from keeping us safe is not a credible claim.
Just this month new footage emerged in from Robb Elementary in Uvalde, TX of parents urging law enforcement to enter the school during a shooting. Police did not enter for over an hour.
