The Illinois Department of Corrections (IDOC) is proposing an emergency rule that, if adopted, would allow officials to ban most physical mail for the 30,000 incarcerated in the state’s prisons.

On August 14, the IDOC filed an emergency amendment with the Joint Committee of Administrative Rules (JCAR) that seeks to establish a “process of electronically scanning incoming mail to digitize the documents received and either print for distribution to individuals in custody or electronically send the documents.”

State agencies can make immediate, but temporary, changes to administrative rules through an emergency process when they determine there’s an imminent “threat to the public interest, safety, or welfare.” In such scenarios, the traditional public comment period is waived. If passed, emergency rules remain in effect for 150 days.

Every school admin is thinking about this as they write safety plans and run lockdown drills.

Ineffectively in situation to a child's well-being and safety are impacted. He felt it with unsafe to require warrant before law enforcement officers could enter school building as the skid delay their ability to assist children promptly. His position was driven by a desire to ensure that Public safety personnel could act without delay.

Kelly is committed to continuing these conversations and hearing directly from constituents, especially when they are disagreements.

Rep Mike Kelly (IL 15)'s office got back to me about the Safe Schools for All Act.

I'm glad they responded but the extent to which this guy and so many other people are bought in on "good guy with a gun" does not realistically assess risk or follow expertise or community experience.

Just this month new footage emerged in from Robb Elementary in Uvalde, TX of parents urging law enforcement to enter the school during a shooting. Police did not enter for over an hour.
