Research animals are precious and we owe a lot to them. This isn't the bright spot you think it is, though. These animals are just going to be euthanized and animal research will continue in places that have less supervision.

The 6 / year limit seems like a lot, but I can see immediate changes in decision-making for soft money folks who have ~3 simultaneous R01-level grants (e.g. really consider those multi-PI apps...)

This could for sure play a role, and generally the manuscript / grant treadmill we are all on certainly does. It can be hard to justify spending 2-3 hours reviewing a paper when you're trying to get grant applications and papers out the door.

Agree, but it's an ecosystem problem. Unless I'm especially well connected in a field I usually get about a 10-15% take rate on reviews so I need to invite 20+ people to get the required number. A majority of people who write papers don't do their part reviewing.
