And he should make that demand that ICE leave MSP publicly. Make Trump squirm--his mouthings that "the killings will continue until morale improves" is heinous and America is choking on it.

Schumer has the stronger hand. He should not just choke off DHS funding to a trickle, but demand that all ICE activities stop for 30 days not just in MSP but across the US, with a revote on additional funding at the end of Feb.
