For most of the history of cars, turning right on red was illegal due to its obvious danger, since drivers looking to their left for oncoming vehicles can't see pedestrians in the crosswalk on their right. It should be again.

Call me a carceral urbanist but I think that you should have to go to jail if you kill an entire family with your car.
Further, we should hold elderly drivers in particular responsible for the their actions because we need to create a deterrence effect to encourage people to stop driving.
