A bus network is not attractive rapid transit & will struggle to drive modal shift and investment. Look no further than Cambridge to see that despite busways, overall mode share of buses remains stuck on ~8% & congestion keeps increasingβ¦ is that the answer for Leeds? We donβt think so.
