Two issues with this format of Leagues Cup:

1) A ton of dead rubbers in this third round = poor attendance / intetest

2) Too many games = poor attendance

Solution: Top 16 MLS vs Top 16 Liga MX single elimination tournament.

Top 8 Liga MX sides can select from non qualified MLS teams as "home"
