I almost literally had a lightbulb moment when I figured out that the history part that was making Ch4 too long, fit perfectly with the theory in Ch2, which means I also don't have to add a bunch of history to Ch3, which means that they're all within wordcount! I am superhuman today!

However I think I've just fixed two chapters at the same time by throwing a big section of one into the other; needs filing down around the edges but it certainly makes more sense now.
