"Groups" are the primary way people socialize in VRChat at the present, and being in a few can really help you have something to jump into!

Basically their "allowance" is a normalized amount of free pickpocketing they'd do.

They can roll to get more but risk getting less, maybe going for richer targets and risking getting away but getting nothing.

The thief could also trade the gold gain for something like information.

In my current game of every player can spend their downtime in town getting a normalized amount of gold, RPed as doing odd jobs and such.

We can also roll to try to increase that amount with the risk that we roll low and get less than the normalized amount.

This could work for your thief.
