Like the Franky Family could have just been one guy, and that could technically work, but it wouldn’t fit the vibe at all and would not properly convey Franky’s role in the story.
Often times it’s about conveying ideas more than ensuring every face is fleshed out, which is a valid way to write.

Like did Chief Judge Baskerville need to exist? Not really. Did the 11 evil jurors? No. But they gave the Franky family, Kokoro, and Galley law Small fun wins and that’s really what matters. Better than just no name marines in every single encounter ever. Not to say I don’t remember any of those.

It’s also mainly used for post timeskip as if beloved arcs like Water 7 and Marineford didn’t have some of the most superfluous yet fun additions to the cast possible. Did Whitebeard need 16 commanders? No. But it makes crowd shots more fun when you say “That’s my boy, Epoida in the cowboy hat!”
