Basic blue is used for the link color, and default serif font used as the type face, two things that have been overwritten with custom colors and fonts in every modern website, even governmental ones.
The library of Congress publishes a guide on a database standard used in libraries, MARC. Its web design, according to archive.org, was first implemented in 2004.
MARC was first invented in the 1960's.
