the primary issue here comes from the issue of pvmers spite voting ANYTHING related to pvp, which isnt exactly an issue with any other part of the game.

questing is an odd one because where do you put the line? theres certainly people who interact frequently with questing content who dont have quest cape, but the core idea of it i think yes, if we're polling like a new gm quest you should probably have a few gm quests completed to participate.
