IMHO one reason being a professor is stressful (and professors are constantly late and absent-minded) is that it's not just one job, it's three or four jobs in a trenchcoat.

The consolidation of review at NIH is really driven by the Trump/Republican desire to control NIH grantmaking from the top.

Hereโ€™s an example of the chaos thatโ€™s happening now. It will get worse unless CSR and review are walled off from political interference.
