Really don't understand how this isn't a bigger scandal. This is conspiracy to commit federal witness tampering (and likely witness murder) for the purpose of covering up a foreign government's deal with organized crime, a deal that has been affirmed by the DOJ.

In San Diego County the phrase “Back to Basics” means cars. Current SANDAG director Mario Orso (formerly Caltrans) uses this language to refer to focusing on car centric planning and now everyone in the business knows what it means.

This is perfectly done, sets PD in same category as streets and civil service, calls for common purpose, disarms with self-depreciation and good humor, kudos.
