The reputation for brutality seems to be the usual argument here, here's the footnote from the 1964 edition. Apparently some marginalia in an early edition referred to the Swiss but other people argue that More might have meant Ottoman mercenaries. The Swiss interpretation seems more popular tho

The extra nasty part is that the Utopians do this with an ulterior motive of effectively killing off the entire barbarian horde! One interesting detail tho is that they "will battle [...] against any mortals", which would then exclude the Undead and other Chaos armies

Apropos Renaissance Humanist Fantasy Battle, here's another passage where the Utopians hire a tribe of Chaos Barbarians to wage their wars (usually identified as an allusion to Swiss mercenaries in later scholarship)
