And by that I don't mean "we should make a rule" I mean that straightforward application of the existing rules would tell you that it is a war crime.

Very difficult to believe the level of distrust, the disdain for fellow Americans, isn't viewed as a feature, not a bug, by this administration. They've spent a lot of time and effort sowing distrust in institutions, and that was bound to carry over. Divide and conquer.
