It's a fairly early system and will probably need a full replacement with the new equipment. That's the big problem with CBTC, they only last 20 or so years before everything needs an update.

To answer your question I wasn't expecting this level of performance hit. Like SEPTA's PTC implementation slowed down the Regional Rail Division 3-4 minutes per trip. That's what I was expecting.

The specific way they implemented the CBTC was a choice that is independent of the form of signaling.

~2004 the center city tunnel CBTC overlay blew up service so badly they had to turn it off during rush hour. They eventually managed to fix it and one doesn't even know it's there.

Ah! Yeah SEPTA is still benefiting from the "power/coast" system, but operators are expected to be able stop short and use a switch iron.

SEPTA doesn't bother with a full stop likely because they have the infrastructure to quickly fix minor derailments and the trolley lines aren't in critical parts of the city.
