the hair keeps going before losing momentum and coming back. That second of momentum loss is like when you're at the top of the arch of a swing, a stop of motion entirely, when the hair comes back to place, it may continue slightly too far the opposite way due to residual momentum before it settles.

Oh I have a tip for that! The key is to remember the movement of the hair in relation to the movement of your body, and the friction of air. For example, in this, when your character turns to the side quickly, the hair has more drag, as she slows down the hair starts catching up, when she stops- 1/2
