But really it's to set a good baseline for further design, to compare changes against.

I don't know if it's possible to make a car within that spec line that's competitive with the top cars, but I suspect it's possible to make one that is close, at a fraction of the build and running cost.
And I like designing stuff, so I'm going to. Will it ever get built? Dunno.
The SCCA class for Trans Am machinery is GT-1 - it's mostly purpose built tube chassis roadrace cars with ex-NASCAR engines and lots of tire. But they allowed a spec line with a much simpler engine option with less power and less weight.

"This detail is unusual, what was the designer thinking? What problem were they solving that I don't know about because it worked?"
