this is kind of how the sturdier "bags for life" emerged in the UK; government legislation mandated that supermarkets charge for bags, and eventually the supermarkets started making sturdier bags (and upped the price)

very good post, lots of this tracks with my own experience growing up in the US before moving back to the UK ten years ago
I'm perhaps less optimistic about the US because I fear that the US political situation is going to eat significantly into American economic dynamism
