I'm not sure what data is available. With that being said, I'd be interested to know if forest land use changes there are significant enough to alter precipitation patterns. Another, maybe simpler idea would be trying to identify illegal deforestation/conversion activities from satellite imagery.

This logic doesn't track for me. Their control group still received regular water availability, so this might say less about drought-adaptation and more about irrigation augmentation.

In that case, it's better to have watered a tree and stopped then to have never watered it at all?
