- Fund the other fed depts thru Jan 2026 (CR)
- Reverse the fed govt layoffs
- No extension of the current ACA subsidies
- SENATE promise to VOTE on ACA subsidy extension by mid-Dec (no promise from House to vote)

So the Democrats offer to re-open the government:
- Extend ACA subsidies for 1 year at current levels
- Bipartisan committee to negotiate a longer term health care solution
And the Republicans are saying no.
Seems to me the Democrats are negotiating in good faith. The Republicans are not.
