What needs to happen? EU and national decision makers should:

💡 Accelerate the binding pace of emissions reduction
💡 Introduce binding methane emissions reduction targets
💡 End subsidies for fossil fuels and ammonia emitting practices
💡 Remove “renewable” label from biomass

We call on the Commission to:

1. Immediately publish the 2025 EU4Health operating grant call.
2. Restore and guarantee operating grant support for all FPA holders.
3. Engage in dialogue with civil society, participation, and administrative integrity in future funding cycles.

Bureaucratic adjustment?

Operating grants were 1% of EU4Health in 2024, but are key in supporting the work of health CSOs.

Their sudden disappearance, and the weakened predictability and stability of EU funding, jeopardises the very fabric of European cooperation in health policy.

Why now?

Despite Framework Partnership Agreements (FPAs) signed in 2024, no operating grant call has been published.

Institutional silence shatters legitimate expectations of good administration and transparency.

Health NGOs forced to cover months of costs, risking layoffs and closures.

📣 on 02.09.2025, a coalition of 25 health and patient-advocacy civil society organisations has submitted a formal complaint to the European Commission regarding the withholding of 2025 EU4Health operating grants.
