The Elizabeth Line was run by MTR of Hong Kong. They have been replaced by a consortium of GoAhead and a Japanese metro company. So the Hong Kong experience has already been used to get it running.

And Crews Hill has an underused station on the Stevenage-Hertford-Finsbury Park-Moorgate line. So much better than building in the middle of no where and trying to put the railway in in years later like at Skelmersdale or Cambourne.

Gains from safer cars (air bags, side impact) seat belts being compulsory for all, breathalysers and speed cameras. However, this has all been done and doesn't protect vulnerable road users. Being hit by a car at 40mph will kill you. So we need to deal with speed as the top contributory factor.
