That was not my experience when I was on Katrina and Ivan. At least not to the level I was familiar with in my role at the National Interagency Fire Center. I was stationed at FEMA Regional Headquarters in Atlanta during Katrina recovery and it was a cluster. Hopefully that’s changed.

I can say from experience that FEMA’s system of command and control breeds confusion and duplication of effort. They should move to the Incident Command System (ICS) and have one Incident Commander who reports directly to the FEMA Director and team positions that can be filled from multiple agencies
