Some combination of three easy fixes:

1. Journals started paying reviewers

2. Trash papers get hung like scarlet letters around their authors necks, to push that higher quality stuff gets submitted

3. Scientists list and ostracize journals that don't do 1 or publish trash papers discussed in 2.
