THE RT. HON. SIR WINSTON CHURCHILL K.G., M.P., on THE DUTIES OF A MEMBER OF PARLIAMENT N 26th March, 1955, a few days before he tendered to Her Majesty his resignation from the office of Prime Minister, Sir Winston Churchill at the opening of the Sir James Hawkey Hall at Woodford, Essex, took the advantage of this occasion to speak about the duties of a member of Parliament. Sir Winston has kindlygiven Parliamentary Affairs his permission to reproduce these remarks on that occasion. Sir Winston said : "The first duty of a member of Parliament is to do what he thinks in his faithful and disinterested judgment is right and necessary for the honour and safety of Great Britain. His second duty is to his constituents, of whom he is the representative but not the delegate. Burke's famous declaration on this subject is well known. It is only in the third place that his duty to the party organization or programme takes rank. All these three loyalties should be observed, but there is no doubt of the order in which they stand under any healthy manifestation of democracy."
