It is always hovering around 33%. Unbroken for a decade. I've puzzled over it since his first term. People are always dying or turning 18, but that number does not budge.

It's been remarkably persistent throughout his entire tenure in American politics. That number (33-34%) does not seem to waver regardless of anything else.
