I used to be like you. Building a city as a standard project is your BEST FRIEND. Stop letting the belief that standard projects are inefficient get in the way of the fact that there aren’t enough city cards.

Yep! Stories that can be written in this way aren’t uncommon. They are bad stories not in reporting but in conception. They are almost always stories that are written because they are assigned by editors.
