I've heard a statement that Downpour is a "new player DLC" while Watcher is a "Veteran DLC" and I really agree with that. Watcher captures the feeling of a first Rain World playthrough REALLY well. Keep in mind it's unfinished with content updates on the way but I'd say it's already my fav campaign.
