Have you ever heard of Open Representative Voting (ORV)? It's used by Nano. Anyway, it's neither PoS nor PoW. Because of it's simplicity it uses less than 0.000112 kWh per transaction which means the whole network can run on one single windmill, even if it processes more transactions than VISA.
