The actual answer is it's done by zone boundaries and the actual way to get to LM is the gateway in the Skydeep Cenote, since it's on another shard and not actually in S9.

The Ragnarok acts as a gateway and there's a throwaway line about it existing in two places at once so Laby is the next zone.
