The US and Ukrainian officials “also agreed on the framework of security arrangements and discussed necessary deterrence capabilities to sustain a lasting peace”. The EC, along with most European governments, prefers a “reparations loan” using Russian state assets immobilised in the European Union due to Russia’s invasion of Ukraine. “We agreed that time is of the essence given the current geopolitical situation,” von der Leyen said after the meeting in Brussels.
