It's not easily accessible though, because for some reason blender considers the base position of bones to be sacrosanct and refuses to allow anything change them dynamically

Theoretically it should be possible to write code which changes the base position of armature bones based on the deformation of the weights it's attached to. Would allow for cartoon deformation without breaking the rig
